The dog sat alone on the roadway, watching the people who approached him with frightened, uncertain eyes. He did not behave like a curious stray looking for food or attention. His body remained tense, his movements were hesitant, and something about the way he stayed in place suggested that fear was not the only reason he was struggling.<\/div>\n<\/header>\n
