The puppy was lying on the pavement beside a fire hydrant when help finally reached him. Ropes and chains restricted his small body, leaving him unable to simply get up and move somewhere safer. He appeared exhausted, moving slowly and showing little strength as rescuers approached.<\/div>\n<\/header>\n

There was no frantic struggle when people came close. Instead, the young dog remained still while the team assessed how he had been secured. His condition made the scene especially urgent: before anyone could think about recovery, they first had to free him without causing additional discomfort.<\/p>\n
